How can you tell when your nails are ready for stamping/dry?

Make sure your layer is thin and you only applied one layer of the GoGlam Polish
Make sure you waited 5 minutes

Try not to do nails outside, humidity and heat can affect the dry time. If your nails are not dry in 5 minutes, increase wait time.
